Second Reading Bills Passed by the City Council February 9, 2009
2009-010: Amended the Springfield Land Development Code by rezoning approximately 1.6 acres of land generally located at the 2300 blocks of N. Kansas Expressway & N. Old Bolivar Road from a Single Family Residential District to a Highway Commercial District; established Conditional Overlay District Number 24.
A Commission Hearing was held December 4, 2008. Mr. MacPherson said the request was consistent with the City's Comprehensive Plan for the area, and the area was identified as appropriate for medium intensity retail.
Geoffrey Butler of Butler, Rosenbury & Partners, Inc., said the property is located near a major arterial intersection zoned Highway Commercial. Butler had received no objections to the project from surrounding property owners.
2009-011: Vacated a public alley generally located at the south side of the 1500 block of W. Kearney Street allowing for a lot combination to be filed between the lots to the east and west of the alley.
A Commission meeting was held on January 8, 2009. Geoffrey Butler of Butler, Rosenbury & Partners, Inc., said the vacation was critical to the commercial development of a 2.5 acre tract of land.
No one present at the Commission meeting spoke in opposition to the vacation.
Both bills were passed by the City Council unanimously. Mayor Tom Carlson was absent.
2009-013: Was unanimously tabled with a voice vote of the City Council. The bill would have amended Chapter 2 of the Springfield City Code regarding employees subject to retirement plan participation. If passed, it would have terminated the participation of all new hires in the Police and Fire Department to the Tier 2 pension retirement system and adopted the LAGERS benefit program L-11 for all future eligible hires in the sworn/uniform services of those departments. The bill was tabled because the police and fire, 1 percent pension sales tax was defeated on February 3, 2009.
