YES it is quite easy to claim bankruptcy and move on with your life, however people should be made to pay for their debts NO matter how long it takes for them to earn the money. She's so quick to point out what a dramatic impact these budget cuts will have that she doesn't realize she is actually saying they often don't do a good job of estimating their budget but it doesn't really mean anything anyway.
